Windmill, windmill for the land
Turn forever hand in hand,
Take it all in on your stride
It is ticking falling down...

Love forever love is free
Let\'s turn forever you and me
Windmill, windmill for the land
Is everybody in?

Chocofreak13

super-sugarcoated?

magical doremi (there's a thread with it's japanese name on it)
Me and My Brothers
Sailor Moon (classic)
Maid Sama (?)
Mamote! Lolipop
Panyo Panyo! Di Gi Charat (can't really get more sugarcoated than that)
Sugar A Little Snow Fairy (duh)
Cardcaptor Sakura (classic)

if you need more, i'll try to provide a few more titles.

Ehhhh Maid-sama can get dramatic/angsty sometimes despite the general undercurrent of good humor.  Wouldn't quite call it cheerful.

Yandere Kanojo's fairly humorous.

Dr. Kraus

Clannad and Clannad after story are great! You might cry at some point such as I did but don't worry its fine, you'll see!

Lucky star is pretty MOE but it is funny and happy
K-on! Season 1&2 are great even though it can be MOE

Didn't even think of K-On!, good catch Dr. K

Dr. Kraus

Thanks, just happened to finish watching ep16 of K-on! season 2 so it instantly popped into my mind

Chocofreak13

the tatami galaxy isn't really sugarcoated, but it's so ridiculous to the point where it'll probably cheer you up.

there's no manga of it, but the anime is licenced by funimation and is currently only in japanese and subbed japanese. it's a little hard to follow cause it goes pretty fast, but if you can keep up it's pretty funny. :3

Go get Mitsudomoe! 4 episodes so far, and each of them make my day.
shoot I can't stop laughing at it.

and Baka to Test To Shokanju is also epic,

those are the two that keep me laughing from start to end.

That was quite cute for me, Tsundere xD
and its good!!

Kaichou wa Maid-sama... Mmm...  Kawaii.

Amagami SS is fun.

Ichiban Ushiro no Daimaou just finished.  It was awesome, but the manga is better/longer than than the 12 episodes gave it credit for.

Nejin.  Nejin, opinions?

NejinOniwa

Daimaou...hm. Promising, but blew it off with the shortness. Yeah. Quite.

Seitokai Yakuindomo is batshit crazy and glorious ero-humor. Watch it.

I'm actually skipping both Maid-sama and Amagami. Perhaps I'll pick them up later, but for now I'm avoiding those...

But the ultimate cheerful animu must be Astro Fighter Sunred. It's Sentai animu with an EXTREME jackass/lazy bum Hero, and a pretty sociable, nice guy General of the Evil Organization That's Trying To Take Over The World (he's also fuckassedly good at cooking). Starting with the General becoming BFF's with the Hero's girlfriend...and hosting an in-show cooking program with her...hilarity ensues is the middle name, last name AND suffix for this thing. WATCH EET.
YOU COULD HAVE PREVENTED THIS

Pani Poni Dash hasn't been mentioned yet? I've never laughed so much during a single series.

Once again, I have failed in my duty
