they have a camera with infrared sensors, that's why. they might have been annoying and somewhat creepy, but they were highly advanced for their time. :\

Long, long time ago when I started as a Pokémon Trainer™, I wanted to avoid... that certain tower and even the Lavender Town. Place was creepy.

I think just about everybody who played Pokémon as a kid though that Lavender Town was creepy. That song really gave it an eerie atmosphere, and that tower only added to it
