Don't like that 'Vista' picture at all myself; two little girls, and they don't really remind me of Vista in general. On the other hand, I don't really like any Vista design, so maybe it's something psychological. *cold sweat*

Try retyping the ".jpg" extention at the end. I don't know why, but it worked for me.
Then again, maybe it's their severs?...
Also, try using Flashget to download the image directly. It worked for me.
Mmmmh... sorry, I'm not that much into loli. I don't like the design all that much... I preffer the other one with the green hair and stuff, :)

That image of Vista-tan seems to be the prevailing image. Though, I think the little thumbnail on the wikipedia article (type "wp os-tan" in firefox) begs to differ
