I've found her randomly while research about Windows 10 tan 2 weeks ago.
Is she an official MS Excel mascot?
Seems she was drawn by the same artist that draw Nanami Madobe
& Entire of Cosmic Break characters.
Nanami Madobe wasn't official from the start, and judging from the lack of chatter about her, it seems she isn't either. just another -tan, but thanks for finding, she's cute and should be in the gallery.

EDIT: looking closer at the pictures of her it looks like they reskinned one of the older pictures (one of a different character, not Nanami though). kinda freaky, honestly. :\
excel doesn't have a mascot, so i'm comfortable adopting her as an overall Excel-tan if everyone else is on board.

According to Chrome's shaky, but comprehendible translation that's a personification of Excel VBA.

I look at her and all I see is Homeo doing a very successful crossdress.

no. hair colour is too dark, and Homeo never had blue eyes. besides, we'd still need an XP Home-kun, so if anything (esp. given his sister's love), the furthest i'd say he'd get would be Kathoey.
